Dugan went to join his father and relatives on the Milky Way on December 10, 2019. Dugan is survived by his mother, Marla Under Baggage; step-father, Benedict Black Elk; auntie/mom, Vernona Kills Right; son, Lyrell Bush; special friend, Lisa Piper; brothers, Francis Tobacco, Adam Tobacco, Clayton Scabby Face, and Chris Under Baggage; sisters, Tonya Scabby Face, Linda Scabby Face, Francisa Tobacco, Chelsea Tobacco, LaVonna Tobacco, Wynona Tobacco, Iva Black Elk, Tokata Under Baggage, and Danielle Kills Right; uncles, Harold Tobacco, William Under Baggage, Marlin Under Baggage, and Terrance Under Baggage; and aunts, Regina Tobacco, Karen Tobacco, Doyla Under Baggage, Arnel Under Baggage, Donnetta Janis, Marlene McDonald, and Molanna Clifford. Dugan was preceded in death by his father, Dugan Tobacco, Sr.; grandparents, Norman and Theresa “Hazel” Under Baggage and Vincent and Irene Tobacco; great grandparents, Charles & Nancy (Takes Enemy) Under Baggage; uncles, Roger Tobacco, Birgil Kills Straight, and Norman Under Baggage, Jr.; aunts, Henrietta Cross Dog, Winadel Two Crow, and Bernadette Tobacco; and cousins, Manuel Tobacco, Lisa Tobacco, Joseph Catches, Jesse Warrior, William Lee Two Crow, and Brett Lee Lundstrom.
