Obituary

Debbie was born Slyviane Maryse Chassignolle on October 17, 1951 in Saint-Etienne, France. After meetings with American Embassy officials and providing all necessary documentation to both French and American Governments, she was adopted by Duward and Dorothy Hill, who were stationed at Moulan Air Force Base in July 1952, when she was 9 months old.

In July 1956, Debbie proudly became a naturalized citizen. She graduated from Crooked Oak High School in 1969 and married James W. Starks, Jr. on May 29, 1970. She started working at her mother’s Insurance Agency, One Stop, as an agent in 1967. In 1995, she became the owner, until her retirement in 2011.

Over the years she had many hobbies; ceramics, flower arranging, stained glass, oil painting, square dancing, bowling, antiquing, refinishing antique furniture, going to car shows, and singing in the church choir to name a few. She and Jim traveled the world together; France, England, Ireland, Scotland, Greece, Spain, Turkey, and Germany were among the many destinations. She had a bubbly personality and was loved by all that knew her.

She is survived by her husband Jim, daughter Kelli Anderson and her husband Mike; their son Jason and wife Courtney and their three children. Austin and Fiancé Kailee Henderson and son Alex; Caleb and his wife Taylor; their daughter Taylor and her husband Jacob Ramer and daughter Addalynn. sister-in-law Karen White and her husband Milton, their son James and wife Amy and son Ethan, daughters Whitney and Jazmine and son Karter. She is also survived by her biological sister Dorothee Sappenfield. She has always had a special relationship with her cousins whom she dearly loved. When Debbie and her cousins played as children she would tell them she was special because her parents picked her and they came from their mothers stomach.

She was preceded in death by her parents, paternal and maternal grandparents.

We wish to thank the caregivers at Arbor House of Mustang and Tennille with Traditions Health Hospice for the wonderful care they gave her.
