Valaire was born March 3, 1975, to the late Ellen Cleo Holen and the Late Alonzo Phelan Jr.  He was raised in Twin Buttes by his mom and aunts, Bessie and Linda.  He attended Head start and elementary school in Twin Buttes.  Valaire graduated from Halliday High School in 1993.

Throughout his life, Valaire had many jobs.  He worked for Twin Buttes Custom Homes, PDR Construction in San Bernadina, CA, for a short while and also delivered underground furniture. (Aka, burial vaults)

Valaire loved being outdoors whether he was fishing, hunting or just out enjoying nature.  During his life, Valaire enjoyed playing and watching basketball.  His favorite NBA player was Michael Jordan.  His favorite NFL team was the Denver Broncos even if they were in a “rebuilding year”.  Valaire also enjoyed playing pool and throwing horseshoes.  He also loved spending time at the Spotted Bear Ranch assisting where needed.

Although Valaire lived in Bismarck due to medical reasons, he was always a Twin Buttes boy.  All he ever wanted was to move home and be able to enjoy the country.

Valaire is survived by his son, Lance; Alicia; daughters, Erica and Andrea Duran; granddaughter, Amiyah Holen; sisters, Vernette Wolf, Vanessa (Trace) Holen, Lisa Furr, Melissa Starr, Karissa (Juan) Diaz-Corral and Garnette Howard; brothers, Hank Starr and Eric Howard; nephews, Jacob Bosley and Devoe Furr; nieces, Hannah (Cody) Bosley-Smith and Chloe Furr; Aunts, Coya (Mickey) Walker and Svea (Louie) Lizor; as well as numerous nieces, nephews and grandchildren.
Valaire was proceeded in death by his parents, Cleo Holen and Alonzo Phelan Jr.; maternal grandparents, Roy “Swede” and Agnes (Medicine Stone) Holen; uncles, Eugene Sr, Hjalmer Leighton Holen, and Dusty Starr; Aunts, Linda Melissa Vernette Holen and Bessie Starr; sister, Bev Lone Bear; nephews, Timothy Lone Bear and Michael Greaves, brothers-in-law, Shannon Wolf and Nate Furr; as well as a few good buds who went on before him.
