Flora Emma Dudley Hoover 1938 - 2020 Flora Emma Dudley Hoover, age 82, passed away peacefully on Saturday, November 21, 2020 at Sacred Heart Hospital in Pensacola, FL. She was a lifelong resident of Panama City, FL, born February 20, 1938 to the late Sepitmus F. and Gertrude E. Dudley. She was a 1956 graduate of Bay County High School in Panama City, FL. She worked as an Insurance Adjuster for Crawford & Company until her retirement in 2002. She was a devoted mother, grandmother (Grams), and friend who enjoyed cooking, gardening and spending time with her grandchildren. Her love and affection for family and friends will be greatly missed but never forgotten. She was preceded in death by her husband Paul K. Hoover and brother George J. Dudley. Flora is survived by her daughter, Tammy Shoupe (Eddie); two grandchildren, Tony Shoupe (Tonya) and Lori Wilkes (Patrick); four great-grandchildren, Layton, Rhylen and Baylen Wilkes, and Elizabeth Shoupe; a sister, Caroline Bubenik; and numerous nieces and nephews. She also shared a special friendship for over 30 years with Martha Lehman (Joe) and Otis Parker. A celebration of life service will be held in her honor at Trahan Family Funeral Home at 60 Industrial Blvd., Pensacola, FL on Saturday, November 28, 2020 at 1:00 p.m. In lieu of flowers, memorial donations can be sent to the Salvation Army of Panama City.
