Betty Jane Spencer Obituary

ROCKVILLE- Betty Jane Spencer, 71 of Rockville died at 12:10 pm Tuesday, October 26, 2004 in Heritage House of Clinton. She retired from the Bellmore County Store, served as Executive Director for Florida MADD (Mothers Against Drunk Driving), and was active in many local, state and national victims’ affairs. She was born January 18, 1933 in Jamaica, Illinois to the late Herbert J. Miller and Frances Bantz Miller. Survivors include a step-daughter, Diane Kissick of Marshall, Indiana; two brothers, Roger Dale Miller of Columbus, Indiana and Herbert Miller of Mesa, Arizona; two sisters, Dorene Nyce of Kansas City, Missouri and Mary Ellen Hutson of Marshall, Indiana; two step-grandchildren and several nieces and nephews. She was preceded in death by one son and three step-sons, Greg Brooks, Raymond Spencer, Reeve Spencer and Ralph Spencer on February 14, 1977. She was founder of Parke County Victims Advocate Foundation. She was a member of National Organization for Victim Assistance (NOVA) where she served six years on the board of Directors. She was a national speaker for victim’s rights, lobbied six years for stronger criminal and crime victim laws and helped change 56 Indiana laws. She was a charter member of Protect the Innocent; she had articles published in Wayne Law Review, Bereavement Magazine and USA Today. She was the first Parke County Victim Assistant. She served as the Victim Service Coordinator for Georgia MADD. She served on the Florida Governors 70 % by 1990 seat belt compliance, the coordinating council for victim’s rights and services and the Florida Victim Witness Board. She received many State, National and International awards for her work with crime victims and at three different times met with President Ronald Reagan to receive awards. Services are 10:00 am Saturday Oct. 30, in the Rockville Christian Church west on US 36 in Rockville, with the Rev. Dick Lord and Rev. Lynn Coleman officiating. Burial will follow in Mt. Moriah Cemetery north of Hollandsburg, Indiana. Visitation is from 4-8 pm on Friday at Gooch Funeral Home at 112 Howard St. in Rockville.
