Joyce Naomi Riggs, age 81, of Jacksboro passed away Friday, November 1, 2019. She was a member of Woodson Gap Baptist Church. Preceded in death by husband, Jess A. Riggs; son, Darrell Wayne Hinds; daughter, Sheila Lynn Hinds; grandson; Joshua Dewayne Hinds; brother, James Carl Hinds; sister, Hazel Mae Welch; parents, William Elvus and Lillie Mae Roddy Hinds.
