Retired Sgt. Cecil "Frank" Chapman, 75, passed away on Wednesday morning, July 8, 2026.

Frank was born on March 22, 1951, to Cecil Junior Chapman and Mary Wright of Summersville, Nicholas County, West Virginia. He was preceded in death by his parents and his two brothers, Gerald Chapman and Jerry Wright.

He is survived by his two children, Amanda "Mandy" Chapman, 36, and Adam Chapman, 52.

Frank grew up in Summersville, West Virginia, where he worked as a horse trader and the West Virginia state road before moving to Berkeley County to pursue a career with the West Virginia State Police. He retired as a West Virginia State Trooper in 1997 and also proudly served as a member of the Martinsburg Army National Guard Reserve and Martinsburg Air National Guard.

Throughout his life, Frank was well known and respected in his community as a hardworking, God-fearing man. He was always willing to lend a helping hand to anyone in need. He volunteered with his daughter's Arden 4-H Club and even served as a camp counselor at Camp Frame. Horses were one of his greatest passions, and he shared that love with his daughter.

His favorite pastimes were riding his three-wheeled motorcycle, visiting friends, and his garden. Above all, Frank wanted to ensure that those around him were safe, supported, and cared for. He will be remembered for his quiet strength, dedication to serving others, and unwavering commitment to his friends and community. The gentle giant will be missed.

In keeping with his wishes, there will be no public viewing or funeral service. He will be cremated by Brown Funeral Home. A Celebration of Life memorial service will be planned at a later date and an announcement will be made on Facebook.

In lieu of flowers, you may plant a tree at your home in remembrance or make a memorial donation to the humane society in Frank's honor.
