On Thursday, May 15, 1941, Ernest and Lucille Davis Carter, welcomed another son as Leroy joined Troy, Katie, Ethel B, Ollie D, Jewell, Gladys, Annie Bell, Dorothy Mae, June, and Estelle.

Early in life Leroy enjoyed driving nice cars and being a snazzy dresser. It was during this time that he began to create his family; his relationship with Doris Jean welcomed Darlene & Jackie Lamar. He later married the former Virginia Reynolds and to this union Angie, Alisa, & Cicely were born. Over the years, he added Stephanie Dianne, Jeffrey, and Chrissy to the fold.

On July 1, 1978, he was blessed to marry the former Bobbie Stokes. Leroy became a dedicated Daddy when he and Bobbie opened their hearts and home to Chris. Bobbie was such a blessing to the Carter/Lowe family and an incredibly loving, dedicated wife. They were married just shy of 45 years when Bobbie transitioned on May 22 of last year. She is truly missed by the family, but now she and Leroy are resting in the arms of Jesus.

In the early 1960’s Leroy began working within the Bartow County School system. He initially worked in the lunchroom at Cass High School and was instrumental in helping his nephews David Lee, Stanley, and Wayne become employed as well. He soon began doing double duty driving the bus for the county while working at the school. Ever in search of opportunity, in February 1983, he began working for the City of Cartersville Water Department. He continued to serve the community here until retiring in February of 2000. Leroy was a tireless bus driver, according to county records he began driving in 1966. He retired the FIRST time in 2015 and then again in 2020 after having returned as a substitute, his driving career spanned 58 years.

Leroy enjoyed all Atlanta sports and teams. He loved watching his Atlanta Falcons, Atlanta Braves, and Atlanta Hawks and rarely missed a game. When he couldn’t watch, he would have his radio tuned in to be sure to follow the action. He also enjoyed watching television court shows: The Cutlers, Judge Mathis, and Paternity Court were known to provide him with a good laugh each day. Leroy was also known for his cooking skills and enjoyed dishing up a good plate of streak-o- lean and potatoes with onions. Anyone who knows Leroy, knows his fondness for driving and he would ride up to Adairsville and circle the blocks numerous times. He could be found checking in on his nieces and sharing a meal. One of the last things he enjoyed was Lorraine’s homemade cornbread and buttermilk.

Leroy and Bobbie joined Mt. Zion Missionary Baptist church in 1991. They served and worshipped there faithfully, and we are thankful for the many members who reached out to them during their latter days. The fellowship, love, and support from their church family were comforting and a blessing to see Jesus’ hands on Earth in action.

In addition to his parents, siblings Troy Carter, Ernest "June" Carter, Dorothy Mae Carter Scott, Estelle Carter Slocum, Katie D. Harris, Ollie D. Carter Reese, Robert Carter, Ethel B. Carter Kinnebrew, Gladys Carter Christian, Jewell Carter Williams, Lurlene Lowe, Katherine Lowe Ingram, Calvin Lowe, Frances Carter, and earlier this year, Melvin "Winky" Lowe. He experienced the loss of five children: Lamar, Cicely, Angie, and this year son Jeffrey and daughter Alisa transitioned.

Those who are left to reflect on his memory are daughters: Darlene Bryant, Stephanie Lott Wilkins (Billy, Jr.), and Chrissy Fisher. Stepson: Chris Brewer (fiancé Winona Ann Ervin); Sister: Annie Bell Carter Sanders; Sisters-in-law: Joan Carter, Shirley Lowe, Cora Lowe, and Leola Wilkey (Earl). Special friends, James "JJ" and Ruthie Jones, Marvin and Kim Richards, James Bacon, Rainey McQueen, and Ruby Wheeler; 15 grandchildren, nieces, nephews, cousins, and friends will also remember Leroy fondly.
