Joyce was born in Kansas City, Missouri on October 2, 1945 to Lawrence and Lavern (Robinson) Neeley. She grew up in the Independence and Blue Springs, Missouri area, graduating in 1964 from William Chrisman High School. Joyce married James Welchert on September 2, 1967 in Overland Park, Kansas. She was an assistant office manager for Price Chopper, retiring in 2010. Joyce was a member of Divine Mercy Catholic Church, Gardner, Kansas and the American Legion Ladies Auxiliary. She loved spending time with her grandchildren and great-grandsons.

Joyce was preceded in death by her parents; husband Jim; daughter Samantha; brother Jimmy Wayne Neeley and sister Lori Reynolds. She is survived by her daughter Michelle (Mike) Martin, Ottawa, Kansas; sister Lillian Rhone, Pleasant Hill, Missouri; two grandchildren and five great-grandchildren.
