Billy C. Morris was born to the late Mattie Benson Morris and Prentice L. Morris on November 26, 1934, in Spearsville, LA. He was the eighth son of 12 boys. Billy received a portion of his formal education at Douglas High School.

Billy joined the United States Navy in 1955, where he was shipped to California and became a pipe fitter where he served honorably until 1959. During his military career, he wed Alma Gatson. They were gifted with two boys: Billy Derrick, born in 1961 and Ronald Dwayne, born in 1963.
