Barbara Ann Paulin was born August 26, 1946, in Riviera Beach, Florida to the parents of the late Ethel and Governor Morrison. Barbara completed her secondary education at Lincoln High School in 1963. At the early age of 16, Barbara attended Howard University where she earned a B.S. and a Masters’ degree in Physics. In 1965, Barbara became a member of Delta Sigma Theta

Sorority, Incorporated, Alpha Chapter at Howard University. Following graduation, she worked for the Radio Corporation of America (RCA) where she started as the first black female intern and later became a computer analyst for Sperry Rand in Washington, DC. In 1972, Barbara worked for the State of Delaware where she became the Director of Child Support Enforcement in 1985 until she retired in 1999. During her tenure as Director, many witnessed her strong dedication, leadership abilities, and expertise first hand. Barbara was given the responsibility for the development and implementation of computer systems that were used as a model for other

Child Support Agencies across the country. Barbara purposely focused her career on improving the lives of others where she was honored to be asked to work under the Clinton administration.

The role of a mother was one that Barbara took very seriously. Barbara was united in Holy Matrimony to Alvin Paulin. Unto this union, on February 3, 1979, they were blessed with one daughter, Alvina. Barbara taught her daughter to be independent, responsible, and instilled moral values that would carry her through life. At an early age, Barbara accepted Christ into her life. She was a former member of Mt. Olive Missionary Baptist Church in Riviera Beach, Florida. Later in life, Barbara attended Mother Africa Union Church and New Galilee Baptist where she faithfully served on the Elders’ Ministry.

Barbara set the standard for excellence, as she was highly intelligent, motivated, and demanded perfection in any feat she accomplished. In her adult years she enjoyed watching ice skating and speed skating, as she marveled at the poise and grace it took to compete on a professional level. Barbara loved traveling to Florida to visit family, playing Bingo with her Churchmans’ residents,

and spending time with family; as birthday celebrations were not complete without crabs and Haagen-Dazs chocolate ice cream!

Barbara is preceded in death by: six brothers, Governor Morrison, Jr., Lawrence Morrison, Harold Morrison, Jimmie Morrison, Eddie Morrison, Marion James Morrison; two sisters; Lucille Ambrister and Hilda Eutsey.

Barbara leaves to cherish her memory: one daughter, Alvina Boulware (Francee) of Delaware; two grandchildren; one brother Arthur Morrison (Elizabeth) of Florida; two sisters Christine Hallback (Eric) of Florida, Lola Mae Williams of Delaware; one special niece Diane Thomas (Edward), and a host of nieces, nephews, cousins, and close friends.
