Randy was born on July 24, 1947, in Wewoka, Oklahoma, to Norman and Geneva Bullock. He graduated from Ada High School in 1966. After high school, he moved to Oklahoma City and attended Oklahoma Christian College (OCC) for three semesters. He then worked for the Federal Reserve Bank in various capacities and retired in 2004. He also taught computer programs, Quicken and QuickBooks, at various Vo-techs.

While at OCC, he met Carrol Weiss, and on August 18, 1967, the two were married. To this union, they had two children, a daughter, Debbie, born in 1972 and a son, Greg, born in 1975.

After retirement, he volunteered at the front desk of the Midwest City Regional Hospital and at the Midwest City Traveler's Center. He later reentered the workforce for Dignity Funeral Homes and said this was the most fulfilling job he ever had.
