Joe was born on January 7, 1946, in Ronda, WV, son of Harold Hansford Payne and Margaret Patrick Payne. He was a coal miner. He is survived by his sons, Michael Payne and Joe Payne, Jr., and grandchildren. Services will be held on Thursday, September 29, 2016, at 2:00 pm at Roush Funeral Home in Ravenswood, WV, with Pastor Ryan Eaton officiating. Burial will follow in Letart Falls Cemetery in Racine, Ohio. Friends may visit the family from 12:00 pm to 2:00 pm on Thursday at the funeral home.
