Born in Rosario Bajo, San German Puerto Rico, August 10, 1945, to Encarnacion Ortiz Martinez and Efrain Ortiz. He was raised in Rosario Bajo, migrated to New York residing between Manhattan and Far Rockaway. He is survived by his children Ismael (Tito) Ortiz Jr. and Grisel (Gichie) Wilson, son-in-law Morris Wilson, 3 grandchildren, Jasmine, Reynaldo, Reuben, 3 great-grandchildren, Elyse, Ethan, Nixon and 4 brothers.
