Melvin was born May 1, 1940 to Loy Otto, Sr. & Pearl (Davison) Halsey in Antelope County Nebraska. He grew up in the Meadow Grove and Norfolk area. He entered the United States Army on March 26, 1962 and was stationed in Hawaii, working in the medical department as a mechanic and drove bus. Melvin was united in marriage to Carolyn "Sue" Lambertus on April 23, 1966 in Grand Island. They lived in Grand Island until 1976 when they moved to Dannebrog, where they have lived for 46 years. Melvin worked for Case New Holland in Grand Island for 31 years, retiring in 1998. He enjoyed fishing and camping with friends and family. Most of all he enjoyed spending time with his grandchildren. He loved sour cream raisin pie and cookies dunked in coffee. In his retirement, he did things "his way!"

Those left to cherish his memory include his wife, Carolyn "Sue" Halsey of Dannebrog; son, Bill Halsey of Dannebrog and his friend Jill Beilke; daughter and son-in-law, Buffy and Joel Holling of Grand Island; sisters, Norma Peterson of Texas, Nina Jean Clark of California, Evalena Brittell of Neligh, Nebraska; grandchildren, Bill Halsey, Jr., Macy (Jordan) Guerrero, Brenden Holling, Joey Holling, Jasmine Halsey, Beau Beilke, Brock Beilke, Lindsey (Jesus) Rodriguez, and their children, Zaiden and Ryleigh; great-granddaughters, Avery, Addison, and Aubrey Guerrero.
