<p>Willie Delphine Minger was born February 18, 1950 in Ridgeway, South Carolina to the late Solomon and Jasper Jannie Minger. She was the third of seven siblings. Willie Delphine was affectionately known as &ldquo;Dell&rdquo;.</p> <p>After spending a short time in South Carolina, at an early age, Dell&rsquo;s family relocated to Washington DC. She received her primary education in the District of Columbia Public School System. Dell later graduated from Western High School.</p> <p>During her career path she worked several jobs. Her first job was at Georgetown University Hospital and from there, she went on to support the U.S. Department of State. Thereafter, Dell was a dedicated and loyal employee of the Washington Metro Area Transit Authority (WMATA) for 44 years.</p> <p>In her retirement years, Dell enjoyed shopping, cooking, and being a loving mother and grandmother.&nbsp; Her favorite dish she enjoyed preparing was fried chicken and potato salad. For those who knew Dell, she was known for her favorite saying: &ldquo;For sure there is a God who sits high and looks low&rdquo;. Her generous smile will always shine in the hearts of those who loved her so dearly.</p> <p>Dell leaves to cherish her memories to her two loving sons, Eric Belser &nbsp;(wife Crystal) and Sean Belser (fianc&eacute; Charlin); loving grandson, Davon Gross; her caring sisters, Mary Pough, Nelvina Minger, Florann Minger, and three brothers who preceded her in death: Walter, Alfonzo Sr., and Michael Minger. She also leaves behind her loving nieces and nephews: Tanya Crutchfield, Crystal Edwards, Kisha Darden, Gregory Knight, Aldoric Pough, Alfonzo Minger, Jr., Christopher Darden and a host of great nieces and nephews, cousins, relatives, and friends.</p>
