Phebia was born in Springfield on August 16, 1937 to the late Elvis W. and Lena Cook West. She was a graduate of East Robertson High School. In addition to her parents, she was preceded in death by her husband: Larry Head, and by her siblings: Fred West, Sr., Joe West, Johnny West, Rose Lee, and Geraldine Smith.

Phebia is survived by her children: Brent Head of Hendersonville, Wendy Head Wylie of Hendersonville, and Penny Head of Memphis; by her sister: Robbie Jean True of Cross Plains, and by her grandchildren Taylor and Mallory Wylie. She also has many nieces and nephews with whom she loved dearly.
