James Emmanuel Brown

James Emmanuel Brown of Dover passed away Thursday, December 31, 2020 at Kent General Hospital. He was 78. Mr. Brown was born June 24, 1942 in New York, New York to the late Cephus Brown and Ellen Allen Brown. He served in the United States Army as well as Reserves retiring as Lieutenant Colonel (LTC) serving as a Judge Advocate. He also retired as a supervising Judge employed at Office of Temporary and Disability Assistance (OTDA) of New York State in 2004. In addition to his parents, he was preceded in death by brother Cephus. He is survived by his wife of 23 years, Josephina Aidoo Brown of Dover, De; daughters, Regina Brown Traylor (Kenny) of Olathe, KS, Jenell Brown-Asaka of Baltimore, MD, Victoria Brown (Terrell) of Decatur, GA and Christine Agyeman-Ott of Seattle, Washington, eight grandchildren, one great granddaughter, his two sisters, Lillian and Ann Brown and his niece, Lisa Davis (Raymond) and family. Mr. Brown also will be fondly remembered by several close family members and friends. Memorial services will be held 12 Noon, Friday, January 22, 2021 at Torbert Funeral Chapel South, 1145 E. Lebanon Road (Rt.10), Dover. Memorial Services will be live streamed via Facebook Live through the Torbert’s Funeral Home site. Friends may call one hour prior. Interment will be at the Delaware Veterans Memorial Cemetery, Bear.
