VICTOR DELANORE CARTER was born on January 7, 1942 in Baltimore, Maryland and he departed this life peacefully on Sunday, September 6, 2020, in his home, after a lengthy battle with dementia.  He was the son of Julius Eugene and Naomi Francis Carter of Guilford, Maryland.  Victor’s early education was at Guilford Elementary School on Mission and Guilford Roads. He completed his secondary education at Harriet Tubman High School which was the only black high school in Howard County. Victor graduated from Harriet Tubman in 1960.  Upon completion of high school Victor attended the University of Maryland at Eastern shore before joining the U.S. Air Force.  Victor married his high school sweetheart, Lena Dutton in 1961.  They were marred in his parents’ home and the ceremony was officiated by Victor’s grandfather, Rev. Samuel Carter.  From this union three children were born.  Once Victor completed his duties in the U.S. Air Force serving in Texas, California and Spain, he returned to his home in Howard County where he attended Horticultural School and worked for the U.S. Department of Interior. Victor concluded his career with 25 years of service at Merck Sharp & Dome.

VICTOR, also known as Vic, Pudgie, and Butch, was a life-long member of The First Baptist Church of Guilford where he served on committees that included The Boy Scouts of America, the Military Ministry, and the Young Men’s Mentoring Program.  He was instrumental in the planning of Guilford church’s very first Founder’s Day in 1999.  Victor was always willing to go above and beyond for his community. He organized and coached young black men in Howard County; establishing both baseball and basketball. teams. Victor was also a member of the Guilford Community Committee that organized various activities for residents of Guilford. Victor was active with the NAACP.  He looked forward to participating in the Men In The Kitchen event and various events hosted by the Congressional Black Caucus. He especially enjoyed attending Congressman Elijah Cummings annual Congressional Black Caucus ball with his daughters, and granddaughter. He was an avid sports fan, fisherman, proud boat owner, and self-proclaimed best dressed man in Howard County.  He had a passion for gardening and he was willing to give his advice to anyone who would listen. 

Victor was a very giving person who never expected anything at all in return. With Victor’s passing, his memory will be cherished by Lena Carter, his dedicated wife of 60 years, his children, Victoria Delores, Eric Blair and Melanie Anne Carter; son in law, Dermot Ronan; grandchildren, John Carter; (Terra Brooks predeceased Victor); great grandchildren, Nadia Estrada and Vaughn Bonds, Brother, Wayne Carter, (predeceased brothers Richard and Roger Carter); Aunt Pat Carter; sisters in law, Pauline Hackett, Sylvia Carter, Sarah Dutton and Robin Dutton; brothers in law, George Stanford, Melvin and Norvel Lee Dutton and a host of nephews, nieces and numerous family members and friends.
