Elliott was born on November 27, 1952 to the late Elliott R. Crumpler, Sr and Sarah R. Crumpler.

He is a graduate of Neptune High School, he attended Brookdale Community College.  Elliott started his work career with National Produce then he served in the United States Army, he continued his service with the Army National Guards and retired from the Guard.

Elliott worked at New Jersey Division of Motor Vehicles for 34 years. 

Elliott was a member of the Celestial Lodge #36 Free & Accepted Masons Prince Hall Affiliated of Red Bank, NJ, Martha Chapter #37 Order of the Eastern Star, PHA, Fredrick Dempsey Post 266 Neptune, NJ,

He leaves behind to cherish his memory, his daughter Erica Crumpler, son Kevin Crumpler, and grandchildren Isaiah Walton, Jayden Foster, Idris Brunson, Mariah Brunson, Jayce Crumpler and Brionna Crumpler.  He also leaves to cherish his memory his sisters Carolyn Zimmerman (Joseph), Jacqueline Palmer, nephews Markus Palmer (Diamond) and Amare Palmer, and his fiancé Ms. Barbara Busby and a host of cousins.
