Dave moved to Cooks Creek when he was 15 and never left. As a young man Dave enjoyed working on cars, dirt biking, music and working on projects with his dad. As much as he enjoyed his life as a public servant in Winnipeg he looked most forward to leaving the City behind and coming home to the country to jump on his bike and ride the trails in Birds Hill Park with his friends. He loved the outdoors and was happiest when he was skiing, hiking or biking. He also served as a mentor to many up-and-coming athletes. Dave took great pride in his weedless lawn, feeding his birds and making sure his woodshed was stacked to perfection. He was passionate about music and loved sharing his passion with this son Nicholas, who grew up to be a talented musician. When Dave wasn't outdoors you could find him reading about space, science fiction and "how to" manuals. He also enjoyed a good scotch while making memories with his many cherished friends and family. Dave graduated from the University of Manitoba in 1982 with a degree in Commerce. After graduating he worked in the STEP program with the Government of Manitoba His primary focus was Employment law and Employment relations. In 1993 he transferred to the Employment Standards division and in 1997 was promoted to Executive Director. In 2012 he was appointed Deputy Minister of Labour Programs where in 2013-15 he also served as Executive Director of Workplace Safety and Health. David became Acting Deputy Minister for Labour and Immigration in 2015, where he remained until 2016 when it was restructured to Growth, Enterprise, and Trade. He returned to his labour responsibilities as Assistant Deputy Minister until 2017 when he became the Deputy Minister of Growth, Enterprise, and Trade. He remained in that position until his passing. Under his direction, the Worker Recruitment and Protection Act was developed and implemented. He led the restructering of the entire department of Growth, Enterprise and Trade as well as the development and launch of a new economic growth action plan and the creation and support of the new Economic Growth Committee of Cabinet. He assisted in bringing Louis Riel Day to the Province of Manitoba. Dave was an exemplary leader who deeply believed in modeling the way. He had an unwavering personal commitment to the values and ethic of the public service and served as a role model for public servants at all levels. Dave was also a valued mentor to many current and future leaders across government. His strategic insight, sage advice and passion for engaging and developing the talents of his people will be greatly missed. A celebration of life will be held in the Spring. Date to be announced at seasonsfunerals.ca. Donations can be made to the Gord Downie Fund for Brain Cancer Research at Sunnybrook Hospital in Toronto.
