Charles T. DeTulleo, Esq.

Charles Thomas DeTulleo of Kennett Square, Pennsylvania passed away at home on December 9, 2024 after a lengthy and courageous battle with cancer. He was 82 years old.

Born in Chester, Delaware County, Pennsylvania, he was the son of Charles Carmen DeTulleo and Lillian Masine DeTulleo. He was the beloved husband of Janet Arlene DeTulleo; father of Charles Thomas DeTulleo Jr. (Karen) and Angela Marie DeTulleo (Chris); grandfather of Tyler Harrison DeTulleo, Cameron Thomas DeTulleo; step-grandfather of Makayla Michelle Moore and Beau Christopher Bishop.

Charles, or “Chuck” as he was known to many, or “Chub” to some, was immensely proud of his service with the U.S. Air Force, the Delaware State Police, U.S. Army Reserves and Delaware Army National Guard, and of his work as an attorney for over 40 years.

He attended Valley Forge Military Academy on a music scholarship, completed undergraduate curriculum at the University of Delaware, where he received a B.A. in Sociology and a B.S. in Criminal Justice, and earned a J.D. of Law from the Delaware Law School of Widener University (Now Widener University Law School.)

His tenure with the Delaware State Police began in December 1965 when he received his acceptance to the academy on the same day his son, Tom, was born. He spent most of his 13 year career as a trooper on patrol and included assignments with/as: radar enforcement, Alcohol Safety Action Program, riot patrol, plainclothes detective, explosive ordnance officer, training academy instructor, Headquarters Traffic Selection, Departmental Public Information Officer, Shift Supervisor, and Safety Education & Crime Prevention Officer. He was an accomplished marksman, receiving recognition as Pistol Master.

Charles’ military career was extensive and diverse, beginning as active duty for four years in the U.S. Air Force, where he played in the 730th Band at McGuire AFB, then as a Guardsman in the Delaware Army National Guard for nineteen years, with two years as an Individual Ready Reservist and four years as an active reservist in the U.S. Army Reserves. His last assignment was with the 358th Civil Affairs Brigade from Norristown, PA, which served two tours of duty in Iraq. He retired from the military in 2002 with the rank of Lieutenant Colonel and received the Meritorious Service Medal with one oak leaf cluster, and also a Marksmanship Badge.

For over 40 years, Charles was a solo practitioner in West Chester, PA. He was admitted to the Pennsylvania State Supreme Court, U.S. Court of Appeals, 3rd Circuit, U.S. District Court for the Eastern District of Pennsylvania and the United States Supreme Court. He concentrated his law practice in Criminal Defense and Driver Licensing cases and was formerly Chair of the Criminal Defense Section of the Pennsylvania Bar Association, as well as the long-time Editor of the Chester County Bar Association’s quarterly newsletter, New Matter. He was recently honored by the New Matter Committee by being named Editor Emeritus. Additionally, he taught the Introduction to Law course for Paralegals at the University of Delaware for three decades, beginning in 1984, and was previously the Chair of the Paralegal Program, receiving several awards for Excellence in Teaching.

While you may have known him as Charles or Chuck or Chub, his most beloved name was “Pops,” and it was reserved for his grandchildren. Pops was a fixture at school concerts, musicals and sporting events, and was always first in line to purchase a 50/50 raffle ticket! Pops’ most recent (fictitious) title was Chief Historical Officer of the family, as he religiously texted his grandchildren “this day in history” facts with editorial comments each day. He was extraordinarily proud of his grandsons and found great purpose in imparting his wisdom and knowledge to help ensure their future happiness and success.

On a lighter note, and stated with love and affection, if you met him when you were a child you were surely glad-handed with a $20 bill. If you were in need of a pen or a highlighter or a pocket knife…a paper clip, extension cord, or screw driver…9V battery, windshield wiper fluid or can of WD40, look no further. If you put pickles on his sandwich, you might very well feel a wrath unlike any other you’ve ever experienced. But if you were a fan of Star Trek or Star Wars, or drink coffee that has the consistency of motor oil or Coke with no ice, you were bonded with him for life. Lastly, and most certainly not least, perhaps his greatest ability was to take a 2-minute story and stretch it into a 30-minute lecture…with ease, and often without a pause.

Charles/Chuck/Chub/Pops touched many lives. He was loved dearly and offered plenty of it in return. We’ll miss him.

The Delaware State Police will stand at honor for a viewing that will be held from 6:00PM until 8:00PM with words of remembrance at 7:30PM on Wednesday, December 18, 2024 at the LONGWOOD FUNERAL HOME & CREMATION of MATTHEW GENEREUX, 913 East Baltimore Pike, Kennett Square. A viewing will also be held from 9:30AM to 10:30AM with a Funeral Mass at 10:30AM on Thursday, December 19, 2024 at St. AGNES CATHOLIC CHURCH, 233 W. Gay Street, West Chester, Pennsylvania. Burial with United States Army honors will follow the Mass in Longwood Cemetery, 945 East Baltimore Pike, Kennett Square.

In lieu of flowers, memorial donations may be made in Charles' memory to: Delaware County Law Enforcement Memorial Foundation, P.O. Box 101, Media, PA 19063 -or- Leukemia and Lymphoma Society, https://diy.lls.org/CharlesTDeTulleo -or- Red Mass - (check payable to Seace Elder Law, PLLC {note in memo, “Red Mass”}), Seace Elder Law, PLLC, 105 East Evans Street, Evans Building, Suite A, West Chester, PA 19380
